Description
Whenever a new Course Plan Requirement is inserted, this field will first set the Credits, Requirement Logic, Requirement Description and Description fields by copying the values from the the Credit Points, Requirement Logic, Requirement Description and Description fields on the related Course.
It will then create Program Course Requirements from the related Course's Course Requirements.

As of v3.11.2, the 'Include Existing Program Course Requirements' checkbox on the Program Plan Cloning Wizard, will prevent this trigger handler from creating Program Course Requirements from the Course's Course Requirements (when the new Plan Requirements are cloned).
It will instead clone the existing Plan Requirements' own Program Course Requirements to the new Plan Requirements.
